ATCI Overseas Corporation was originally incorporated on November 24, 1978 as ATCI Overseas Trading Corporation. It was granted the Official Seal of approval by the Securities and Exchange Commission on January 18, 1979 with an authorized capital stock of PESOS FIVE MILLION (PHP5,000,000) with a paid in Capital of P3,500,000.00.
The recruitment business started in 1979 when the company signed a recruitment agency agreement with Kuwait SAS Hotel for hotel personnel, and the Kuwait Ministry of Public Health for medical and paramedical personnel – especially nurses – for the Ministry’s hospitals.
In 1991, after the Gulf War, the Kuwaiti government commissioned the company thru Bayan Palace to single-handedly recruit over a thousand workers and staff for the GCC Summit Conference in Kuwait. This involved chartering three flights of jumbo commercial aircraft in a short space of time. The company received a Special Commendation for its part in the successful conclusion of this Conference.
In the same year the Kuwait Public Ports Authority tasked the company with providing the manpower to resume full operation at the two Kuwait ports, Shuaiba and Shuwaikh. The company recruited about 300 highly-skilled personnel such as engineers, heavy equipment and crane operators, specialists, and technicians. This allowed the immediate restoration of ports services and operations that were damaged when Iraq invaded.
